A \u00e2\u20ac\u0153White Paper\u00e2\u20ac\u009d to promote innovation in Italy<\/strong><\/p>\n

A new boost given to digital innovation and Made in Italy<\/em><\/p>\n

Digital Magics,\u00c2\u00a0<\/strong>the famous Italian\u00c2\u00a0startups incubator<\/strong>, has recently presented the so called\u00c2\u00a0White Paper<\/strong>to\u00c2\u00a0identify\u00c2\u00a0new strategies to promote and spread\u00c2\u00a0innovation<\/strong>\u00c2\u00a0in the\u00c2\u00a0country.<\/p>\n

It essentially stands as a proposal to the\u00c2\u00a0Italian government<\/strong>, articulated in several points. Among them, worth to be mentioned are the\u00c2\u00a0tax breaks<\/strong>\u00c2\u00a0for new\u00c2\u00a0startups<\/strong>,\u00c2\u00a0subsidies<\/strong>\u00c2\u00a0to small and medium enterprises (SMEs) willing to invest in new equipment,\u00c2\u00a0crowdfunding<\/strong>, regional financing and the internationalization of Italian SMEs.<\/p>\n

The main\u00c2\u00a0aim<\/strong>\u00c2\u00a0of the initiative is to improve the\u00c2\u00a0innovation system<\/strong>\u00c2\u00a0in Italy and to promote a political action supporting digital startups.\u00c2\u00a0Its main points could be summarized as follows:<\/p>\n

1) Tax relief for startups:<\/strong>\u00c2\u00a0revision of the IRPEF tax credit (personal income tax) from 19% to 30-40% for investments in innovative startups, applying the provisions of the Anglo-Saxon model to Italy. Tax benefits for the subjects to the corporate income tax (IRES), by extending the deductible to 30%.<\/p>\n

2) The importance of considering startups as vehicles of open innovation for SMEs.<\/strong>\u00c2\u00a0To achieve this aim, it is suggested to introduce tax relief for SMEs for activities of Open Innovation (purchase of products\/services from innovative startups aimed at the internal innovation of the enterprise) and to remove obligations towards administrative expenses by new startups.<\/p>\n

3) Upgrading crowdfunding.<\/strong>\u00c2\u00a0To achieve this goal, it is important to revise\u00c2\u00a0the current Consob Regulations on equity crowdfunding to revise upward the threshold of non-application of regulations relating to MiFID; remove underwriting bond by banks by 5%; and think about a provision of a single MiFID profiling form.<\/p>\n

4) Favour investments in innovation,<\/strong>\u00c2\u00a0removing regulatory limits and providing incentives for Undertakings in Collective Investment (UCIs) for Asset Management Companies (AMCs) in direct or indirect investments in startups.<\/p>\n

5) Support the asset management industry and startups,<\/strong>\u00c2\u00a0creating an\u00c2\u00a0open-ended funds to ensure the collection, through investment, of at least \u00e2\u201a\u00ac1 billion from the Asset Management Industry into startups.<\/p>\n

6) Matching fund for seed capital.\u00c2\u00a0<\/strong>Creating a matching fund with\u00c2\u00a0Cassa Depositi e Prestiti<\/em>, involving Italian industrial players, institutional investors and qualified investors who co-invest with the Fund in the seed stage (up to \u00e2\u201a\u00ac1 million), with the possibility of subsequent operations up to \u00e2\u201a\u00ac1.5 million.<\/p>\n

7) Accelerating the internationalization of Italian startups,<\/strong>\u00c2\u00a0creating an Italian Founders Institute, with international experts, for the active promotion of Made in Italy through accelerator programs, and application of incentives for the repatriation of qualified personnel from abroad, providing benefits to both workers and businesses.<\/p>\n

8 ) Restructure regional fundings,<\/strong>\u00c2\u00a0favouring the harmonisation of the rules of engagement of the regional funds in order to ensure a national and systematic approach of funding matching and simplified possibilities of access to the same.<\/p>\n

The\u00c2\u00a0White Paper\u00c2\u00a0<\/strong>was officially introduced by Enrico Gasperini (Digital Magics CEO and Founder) and by Layla Pavone (Digital Magics partner) in occasion of the 2015\u00c2\u00a0Internet Festival<\/strong>\u00c2\u00a0in Pisa.<\/p>\n
